DCC Malcolm Graham

DCC Graham, who replaces DCC Will Kerr OBE, joined Lothian and Borders Police in 1995. He headed up the force’s criminal investigation department and was ACC for major crime and public protection at the inception of Police Scotland.

The introduction of Scotland’s single force saw him lead the development of Police Scotland’s 10-year strategy, including directing unprecedented nationwide public consultation.

In 2020, he was appointed deputy chief constable and he presently has executive responsibility for local policing within Police Scotland.

Chair of the council, Lady Dorrian, the Lord Justice Clerk, said: “I am delighted to welcome DCC Malcolm Graham to the Scottish Sentencing Council.

“The council will benefit immensely from his knowledge and experience as we continue our ambitious work programme, including the development of guidelines in relation to sexual offences, domestic abuse, and sentence discounting.

“I would also like to thank outgoing constable member DCC Will Kerr for his input and hard work over the last few years with the council. We wish him well in his new role with Devon and Cornwall Police.”

DCC Graham was appointed to the council by the Scottish government following consultation with the Lord Justice General.

He has been appointed for a five-year term and will serve on the council until March 2028.
