Section 2 explains the limited grounds on which the decision can be challenged according to rules which were clarified by the Supreme Court when the case called there last year on some preliminary issues. It also contains a discussion of how these rules might affect the new appeal.
Section 3 is a description of the constitutional principles which, according to the Supreme Court, require the court to afford the home secretary a very wide margin in decisions of this kind.
