You will play a key part in shaping the policing landscape in Scotland with the unique opportunity to contribute significantly to improving standards within the police service and increasing public confidence in policing.

As part of the Police Investigations and Review Commissioner (PIRC), your role will be essential in undertaking independent investigations into the most serious incidents involving the police and providing independent scrutiny of how police bodies respond to complaints from the public. You will also investigate matters which you consider would be in the public interest.

You will have a proven track record of effective leadership and will provide active direction, support and strategic oversight of the Office of the Commissioner to ensure that it delivers its functions effectively and efficiently. You will be responsible for ensuring the work of PIRC is carried out in accordance with the statutory framework, and the aims, policies and priorities of the Scottish Ministers.

It is essential that you are approachable and able to engage and develop strong relationships with key partners. With sound judgement, integrity and tact you will identify the most important aspects of a situation and reach reasoned decisions, resolving conflicts with calmness and confidence. You should have a balanced and impartial approach and be comfortable operating in an environment that is subject to significant media and parliamentary scrutiny.

Police Investigations and Review Commissioner (PIRC)

The PIRC’s statutory functions are set out in the Police, Public Order and Criminal Justice (Scotland) Act 2006 as amended by the Police and Fire Reform (Scotland) Act 2012. As well as changing the name from the Police Complaints Commissioner for Scotland (PCCS) to PIRC, the 2012 Act strengthened the police oversight arrangements and provided the body with additional broad investigate powers.

The PIRC undertakes independent investigations into the most serious incidents involving the police as defined in the act, providing recommendations to the police, as well as providing independent scrutiny of the way police bodies operating in Scotland respond to complaints from the public.

The PIRC may undertake investigations into the following circumstances:

criminal allegations, under the direction of COPFS;
deaths in police custody, under the direction of COPFS;
death and serious injury following contact with the police;
discharges of firearms and police use of firearms;
complaints and allegations of misconduct made against police and senior officers; and
to investigate other relevant police matters where in the public interest to do so.

The PIRC works closely with the Scottish Parliament, Scottish Police Authority, HM Inspectorate of Constabulary, the Chief Constable and senior officers of the Police Service of Scotland; senior officials in the Crown Office and Procurator Fiscal Service, Scottish Ministers and senior officials within Scottish Government.
